The Ministry of Higher Education and Scientific Research has issued Ministerial Resolution No. 173 of 2025, establishing a unified framework to govern practical training programmes in UAE higher education institutions.
The move aims to align academic outcomes with labour market needs and ensure students gain hands-on skills that meet national development priorities.
Dr. Mohammed Al Mualla, Undersecretary of MoHESR, said the resolution
“bridges theory and real-world experience, equipping students with the skills needed to succeed and innovate in the workforce.”
He highlighted that the framework enhances transparency, accountability and the overall quality of practical training.
The decision introduces clear obligations for universities, including structured training plans, formal agreements with training providers, and monitoring of student performance through assessments and field visits. It also requires safe training environments and qualified supervisors at both educational and provider sites to ensure effective skill development.
By fostering collaboration between higher education institutions and public and private training providers, the resolution seeks to deliver high-quality, supervised learning experiences that prepare graduates for key economic sectors. Comprehensive record-keeping, reporting and oversight mechanisms are mandated to guarantee meaningful outcomes.
The framework supports the UAE’s vision of a knowledge-based, innovation-driven economy, preparing graduates to lead professionally, contribute to sustainable national development, and compete internationally.
