Mohammed bin Rashid Issues Dubai Public Safety Law to Strengthen Protection of Lives and Property

His Highness Sheikh Mohammed bin Rashid Al Maktoum, in his capacity as Ruler of Dubai, has issued Law No. (2) of 2026 on public safety, introducing a comprehensive legal framework designed to protect lives and property while reinforcing safety standards across the emirate.

The law, which will come into force on June 1, 2026, establishes clear rules aimed at reducing injuries, fatalities, and property damage from accidents. It also seeks to ensure the safety of products and public services while aligning safety standards with international best practices to support sustainable development.

Under the legislation, the Environment, Health and Safety Agency of Dubai Municipality will oversee and regulate public safety in coordination with relevant authorities. The agency will monitor compliance and enforce regulations across venues, events, and public spaces.

The law sets detailed safety requirements for venues and events, including standards for equipment, lighting, ventilation, crowd limits, and safe entry and exit procedures. Organisers must also provide fire-fighting equipment, first-aid supplies, trained safety supervisors, alarm systems, safety signage, and an approved public safety management plan.

Public responsibilities are also defined. Individuals must follow safety instructions in public places and events, cooperate with safety supervisors, and comply with emergency evacuation procedures. The law also requires adherence to designated swimming hours at beaches and restrictions on access to authorised areas.

Strict penalties apply for violations, with fines ranging from AED500 to AED1 million, rising to AED2 million for repeated offences within a year. The law also bans unauthorised handling of hazardous materials and the sale or use of unsafe products.

The new legislation replaces Local Order No. (11) of 2003 on public health and community safety, marking a significant update to Dubai’s regulatory framework.
