Mohammed bin Rashid Issues New Law Regulating Official Emblems

Dubai has introduced a new law governing the use of its official emblems.

His Highness Sheikh Mohammed bin Rashid Al Maktoum, Vice President and Prime Minister of the UAE and Ruler of Dubai, has issued Law No. (1) of 2025, which establishes regulations for the use of emblems representing the Emirate of Dubai and the Government of Dubai.

Under the new law, Dubai will have its own distinct emblem reflecting its identity, heritage, and vision. The Government of Dubai will also have a separate emblem, sharing some design elements with the Dubai Emblem. These symbols are officially protected, prohibiting their use without authorisation.

Only government departments, public agencies, and affiliated entities are permitted to use the Dubai Emblem. Any other use requires special approval from the Chairman of Dubai’s Ruler’s Court. The law also bans the use of these emblems for commercial purposes, advertising, or any activity that distorts their value.

Violators face strict penalties, including up to five years in prison or fines ranging from AED 100,000 to AED 500,000. Unauthorised users must remove the emblem within 30 days unless granted permission.

The law repeals Law No. (17) of 2023 and will take effect upon publication in the Official Gazette. The Executive Council will issue further regulations to ensure compliance.
