Mohammed bin Rashid Issues New Law to Strengthen Building Safety and Quality Across Dubai

Mohammed bin Rashid Al Maktoum, in his capacity as Ruler of Dubai, has issued Law No. 3 of 2026 to enhance the safety, quality and sustainability of buildings across the emirate.

The legislation introduces stricter oversight, mandatory inspections and long term maintenance requirements to protect residents, property and the city’s urban landscape.

The law applies to all buildings in Dubai, including those located in private development zones and free zones such as the Dubai International Financial Centre, regardless of whether they were built before or after the law’s enactment.

Under the legislation, Dubai Municipality will oversee building safety through a digital management system and a unified database of structures across the emirate. The authority will conduct periodic assessments, regulate construction materials, investigate incidents and introduce sustainability standards to ensure safe building operations.

The law also requires building owners to obtain a Quality and Safety Certificate following completion. The certificate will be issued only after a licensed engineering office conducts a comprehensive inspection of the building’s structural and technical condition. Owners must also address any defects identified and maintain their properties through regular inspections and repairs.

Certificates will remain valid for 10 years for buildings under 40 years old and five years for buildings aged 40 years or more. Renewals will follow procedures set by the Chairman of The Executive Council of Dubai.

Violations of the law can lead to fines ranging from AED100 to AED1 million, with repeat offences potentially reaching AED2 million. Authorities may also suspend building permits and halt related transactions until violations are resolved.

The law will take effect 60 days after publication in the Official Gazette, with stakeholders given one year to comply.
