MoHRE Accelerates Zero Bureaucracy Drive Through AI-Powered Service Transformation

The Ministry of Human Resources and Emiratisation (MoHRE) has delivered major advances in the second phase of the UAE Zero Government Bureaucracy (ZGB) Programme, deploying artificial intelligence to eliminate or drastically reduce procedures across a wide range of labour and employment services.

The Ministry reported that several services now record up to a 100 percent reduction in required procedures, documents, and in-person visits. Processing times have been shortened, data fields cut, and service steps streamlined, creating faster and more seamless customer journeys for employers, employees, and domestic workers.

Rashid Alsaadi, Acting Assistant Under-Secretary for Labour Market Services, said the progress reflects a customer-first approach focused on simplifying processes, accelerating completion, and introducing innovative digital solutions. He added that the Ministry is pursuing three parallel tracks covering service bundles and AI projects, data integration with partners, and organisational efficiency.

Among the most notable achievements is the automation of the Issuance of Establishment Card and Updating the Establishment File services, both now processed instantly following data updates at Departments of Economic Development, with zero customer visits required.

MoHRE also launched the Emirati Work Bundle in Private Sector, offering integrated digital services from Nafis registration to pension and wage system enrolment. The bundle cuts procedures by 95 percent and completion time by 85 percent.

AI-powered verification systems now validate IDs, passports, contracts, and photos in under a minute, enabling automated processing of more than 11 million transactions and reducing completion time by 95 percent.

Additional enhancements include instant work permit quotas, AI-driven inspection and risk prediction systems, an upgraded Wage Protection System, and AI-supported call centre operations that significantly reduce handling time and costs.

The Ministry is inviting customers to contribute suggestions through its monthly Customer Councils and digital channels as it continues to advance toward a fully zero-bureaucracy government services model.
