The Ministry of Human Resources and Emiratisation has completed nearly 13 million transactions using automation and artificial intelligence without human intervention since the start of the year, underscoring a major step in the UAE’s digital government transformation.
The achievement, recorded through December 10, 2025, reflects the Ministry’s accelerated integration of AI across its services. It aligns with Phase Two of the Zero Government Bureaucracy programme and supports the goals of the We the UAE 2031 vision by enhancing efficiency, service quality, and labour market competitiveness.
MoHRE said the transactions span a wide range of services, enabled by advanced digital infrastructure, electronic integration with government partners, and ongoing workforce upskilling to manage smart automation. The approach is designed to deliver faster, seamless, round-the-clock services while reducing administrative burden for businesses and individuals.
A key outcome of this transformation is the Ministry’s AI-powered work permit quota system, which streamlines approvals and supports business growth. The system automatically allocates quotas based on each establishment’s operational status and workforce needs, using predictive models to anticipate demand.
Since the beginning of the year through October, the system has granted around 900,000 quotas and processed more than 11 million automated transactions. Human effort has been reduced by 56 percent, while approval times for certain quota requests have dropped from up to 10 days to one second.
The system also features self-learning capabilities, allowing it to continuously refine decisions by analysing new data and operational patterns, improving accuracy and long-term performance.
