This resolution establishes a unified national system to license and monitor higher education providers across the UAE, including those operating within free zones, while respecting local authority mandates.
The primary goals of the framework are to strengthen institutional governance, streamline regulatory processes, and eliminate administrative duplication. By fostering closer partnerships between universities and the economy, the initiative aims to enhance the student experience, elevate educational quality, and boost the UAE's global academic competitiveness.
According to Dr. Abdulrahman Al Awar, Acting Minister of Higher Education and Scientific Research, the framework creates an integrated ecosystem involving the ministry, local departments, and universities. Key features of the new system include:
