Parkin Signs Multi-Year Deal With Emaar to Enforce Accessibility Parking Across Three Dubai Malls

Dubai's largest paid public parking operator, Parkin Company PJSC, has signed a multi-year agreement with Emaar Mall Management to deliver parking enforcement services across three of the city's busiest retail destinations.

Under the deal, Parkin will operate at Dubai Mall, Dubai Hills Mall and Marina Mall, with a primary focus on protecting designated parking bays for People of Determination (PoD). The partnership marks a significant expansion for Parkin beyond its traditional public parking operations and into high-footfall private retail environments.

At the heart of the agreement is Parkin's AI-powered Automatic Number Plate Recognition (ANPR) platform, which will be integrated into Emaar's existing infrastructure at each site. When a vehicle occupies a PoD bay, the system automatically scans the registration plate to verify a valid permit. If none is detected, the case is flagged to a Parkin inspector at its command centre, who reviews the contravention before a penalty notice is issued. A short grace period will also apply to account for accidental parking.

Alongside the camera-based technology, Parkin will conduct dedicated field inspections across all three locations to ensure full compliance with Dubai's parking regulations.

Eng. Mohamed Abdulla Al Ali, CEO of Parkin, said the agreement reflects the company's broader strategy to diversify its service offering by leveraging its strengths in technology, enforcement and mobility solutions to build value-added partnerships.

Ahmad Al Matrooshi, Executive Director at Emaar Properties, said the collaboration reinforces the group's commitment to accessibility and a more inclusive experience across its destinations.

The initiative supports Dubai's wider push toward smarter, more equitable urban mobility and ensures that essential facilities remain accessible to those who need them most.
