Dubai’s Roads and Transport Authority (RTA) has announced a landmark step toward organisational excellence with the establishment of the Institutional Readiness and Sustainable Development Centre, anchored by a strategic partnership with the American Productivity & Quality Centre (APQC).

The agreement marks the launch of APQC’s first performance excellence hub in the Middle East and North Africa, positioning RTA at the forefront of global process management, institutional resilience, and sustainable development.

Designed to strengthen RTA’s internal capabilities, the Centre will standardise operations, enhance performance management, and build a self-sustaining workforce aligned with globally recognised best practices. Its implementation also sets a new benchmark for organisational maturity across the region.

Moaza Saeed Al Marri, Chief Executive Officer of Executive Affairs Sector at RTA, said the Centre represents a long-term investment in institutional resilience and national talent. She noted that hosting APQC as the founding member provides RTA teams with a globally validated “Unified Source of Truth” for operations, enabling the authority to remain agile, efficient, and future-ready.

Cathy Hill, Chief Development Officer of APQC, described the collaboration as a milestone for the region, highlighting RTA’s consistent commitment to world-class standards. She added that the Centre offers a powerful model for how organisations can work smarter and faster through proven frameworks.

By leveraging international benchmarking, best-practice research, and common process language, the Centre will drive organisation-wide alignment and continuous improvement. While APQC serves as the foundational pillar, RTA plans to integrate additional world-leading institutes in future phases.

Branded as “The RTA Way,” the Centre transforms excellence from an outsourced service into a permanent internal asset, fully owned and operated by RTA talent.
