Dubai’s Roads and Transport Authority (RTA) has expanded access to its e-scooter riding permit application service by integrating it into the RTA Dubai and Dubai Now smart applications.

Previously available only through the RTA website, the service can now be completed entirely through mobile apps, removing the need to visit service centres and making the process faster and more convenient for users.

The move aligns with Dubai’s vision to become one of the world’s smartest cities and supports RTA’s wider digital transformation strategy aimed at enhancing service accessibility, efficiency, and customer experience. By offering multiple digital channels, RTA enables residents and visitors to choose the platform that best suits their needs.

Applicants can now apply for an e-scooter riding permit through a simple, user-friendly process. The application requires users to complete an online theoretical test that covers essential e-scooter usage rules, traffic regulations, safety requirements, and safe riding practices. Once the applicant successfully passes the test, the permit is issued electronically through RTA’s smart channels, authorising the rider to operate an e-scooter in RTA-designated areas and streets.

The service forms part of a broader set of initiatives introduced by RTA to regulate e-scooter usage, enhance traffic awareness, and improve road safety for all users. While the permit application is now available via mobile apps, it remains accessible through the official RTA website to ensure flexibility.

RTA has urged e-scooter riders who do not qualify for exemptions to obtain the required permit before using e-scooters in authorised locations and to comply with all laws, regulations, and safety instructions.

Key requirements include a minimum age of 17 years, while holders of valid UAE or international driving licences are exempt from the permit requirement. Riding is permitted only in designated zones and on approved e-scooter tracks, including areas such as Downtown Dubai, Jumeirah, and Palm Jumeirah, with exclusions in locations like Saih Al Salam, Al Qudra, and Al Meydan. Penalties apply for violations, including riding without a permit, operating outside approved areas, or failing to wear a helmet.
