Dubai’s Roads and Transport Authority has awarded a contract for Phase II of the Hessa Street Development, a major infrastructure project aimed at doubling road capacity and reducing travel times across key residential and commercial areas.
The upgrade comes as part of the city’s ongoing efforts to support rapid urban growth and population expansion.
Phase II covers a three-kilometre stretch between Al Khail Road and Sheikh Mohammed bin Zayed Road. The works include upgrading three major intersections with 2,215 metres of bridges, a 480-metre tunnel, and multiple elevated ramps to improve traffic flow. The project will expand Hessa Street from two lanes to four lanes in each direction, boosting capacity from 4,000 vehicles per hour to 8,000 vehicles per hour.
His Excellency Mattar Al Tayer, RTA Director General, said the development will serve approximately 650,000 residents across 10 communities, including Jumeirah Village Circle, Arjan, Dubai Science Park, and Al Barsha South. Journey times along the corridor are expected to drop from 24 minutes to five minutes.
Phase II also includes extensive cycling and e-scooter infrastructure, linking Dubai Hills and Dubai Motor City over 10.4 km, complementing Phase I, which opened a 13.5 km cycling track and upgraded four major intersections. Phase I has already improved connectivity between Hessa Street, Sheikh Zayed Road, and Dubai International Airport, cutting travel times from 15 minutes to three minutes.
Additional works under Phase II will convert existing roundabouts into signalised intersections, widen Al Hadaeq Street, and construct elevated link ramps to separate traffic movements and ease congestion. The project reinforces Dubai’s vision of integrated, multimodal mobility and enhanced road efficiency for residents and commuters alike.
