RTA Signs Partnership With The Boring Company to Launch Dubai Loop Tunnel Project

Dubai has taken a major step toward reshaping urban mobility with the signing of a strategic partnership between the Roads and Transport Authority (RTA) and US-based The Boring Company to implement the Dubai Loop passenger transport tunnel system.

The agreement was signed on the sidelines of the World Governments Summit 2026 by Mattar Al Tayer, Director General and Chairman of the Board of Executive Directors of RTA, and James Fitzgerald, Global Vice President of Business Development at The Boring Company, in the presence of senior officials from both entities.

Dubai Loop will introduce advanced tunnelling and transport technologies aimed at improving traffic flow and strengthening mobility in high-density areas. The first phase will feature a 6.4-kilometre pilot route with four stations linking Dubai International Financial Centre and Dubai Mall.

The pilot phase is expected to serve approximately 13,000 passengers per day and will form the foundation for a wider network extending up to 22.2 kilometres with 19 stations, connecting Dubai World Trade Centre and the financial district with Business Bay. The full system is projected to carry around 30,000 passengers daily.

The tunnels, each with a diameter of 3.6 metres, will be constructed using advanced methods designed to accelerate delivery, reduce costs, and minimise disruption to existing infrastructure.

The first phase is estimated to cost around AED565 million and is expected to be delivered within one year following design completion and preparatory works. The full project is estimated at approximately AED2 billion with an implementation period of about three years.

Al Tayer said the project supports Dubai’s vision to integrate mobility modes and provide efficient first- and last-mile solutions, while strengthening the emirate’s position as a global leader in future mobility and advanced transport technologies.
