Dubai’s Roads and Transport Authority (RTA) has signed three major agreements aimed at enhancing the city’s nol card ecosystem, strengthening digital payments, and improving user experience across transport and lifestyle services.
The deals were announced during RTA’s participation in GITEX Global 2025, held from 13 to 17 October.
The memoranda of understanding (MoUs) were signed in collaboration with the Knowledge and Human Development Authority (KHDA), GTS Alive Middle East—the regional representative of the International Student Identity Card Association—Parkin PJSC, and PayPal. RTA was represented by Mohammed Al Mudharreb, CEO of Corporate Technology Support Services Sector, while KHDA and GTS Alive were represented by Dr Saeed Mubarak Kharbash and Michal Lezo, respectively. Parkin and PayPal signed through their senior executives, Mohamed Abdulla Al Ali and Otto Williams.
These agreements aim to expand the nol card’s usage beyond public transport to retail outlets, restaurants, car parks, events, and entertainment venues. They also seek to integrate smart digital payment solutions, enhance customer satisfaction, promote environmental sustainability, and create new revenue streams through innovative partnerships with the private sector.

said Al Mudharreb.
Dr Kharbash highlighted the launch of the ‘Study in Dubai – nol ISIC’ card, emphasizing its benefits for students across higher education institutions and its contribution to Dubai’s position as a global hub for knowledge and innovation.
Parkin’s CEO noted that the partnership would advance digital payment integration and urban mobility solutions, while PayPal’s Otto Williams described the collaboration as a step toward seamless, digital-first city experiences and a boost for Dubai’s digital economy.
