Dubai’s Roads and Transport Authority (RTA) issued 52,571 No-Objection Certificates (NOCs) for infrastructure projects in the first half of 2024, marking a 13.4% increase compared to the same period in 2023.
This growth underscores the efficiency of the RTA’s Electronic NOC system, which consolidates 11 service entities to provide unified approvals for works within the right-of-way. The system processes applications within three to seven days, depending on the project's complexity.
According to Bassel Ibrahim Saad, Director of Right-of-Way at the Traffic and Roads Agency, RTA, road and construction works constituted the majority of NOCs at 45.4%, reflecting robust activity in Dubai's construction, engineering, and real estate sectors. The remaining NOCs covered design works, exploratory drilling, information services, and completion certificates.
The Electronic NOC system has been praised for its user-friendly interface, high customer satisfaction, and sustainability benefits by reducing paper transactions and the need for physical visits to service centres. The RTA continues to enhance the system to improve service quality and delivery times, supporting the seamless operation of businesses and real estate developers in the Emirates.
The system integrates various RTA departments and other government service providers, including Dubai Municipality, DEWA, Etisalat (e&), Du, Etihad Rail, Empower, Dubai Supply Authority, Ministry of Defence, Dubai Airports, and Dubai Aviation Engineering Projects. This collaboration aims to ensure the sustainability and efficient management of infrastructure projects across Dubai.
