The UAE and Montenegro have launched the Montenegro Executive Leadership Programme, a joint initiative designed to elevate the leadership capabilities of 23 senior Montenegrin government officials and support wider efforts in government modernisation.
Developed as part of the countries’ growing bilateral cooperation, the programme provides participants with advanced tools, global insights, and practical exposure to help them lead transformation in their respective sectors. It also aims to enhance institutional efficiency in Montenegro by promoting innovation adoption, collaboration, and sustainable development.
The initiative is delivered in partnership with Hamdan Bin Mohammed Smart University and several UAE government entities. It features knowledge visits, meetings, and sessions with 19 UAE experts and is structured around six pillars: financial management, tourism, public security, cybersecurity, digitalisation and artificial intelligence, and leadership skills.
Specialised partners include Dubai College of Tourism for the tourism module, the National Emergency Crisis and Disaster Management Authority for public security, and the UAE Cyber Security Council for the cybersecurity track. The programme blends virtual learning with field visits and applied projects to deliver comprehensive, practical training.
Participants include deputy heads of cabinets, ambassadors, advisers, directors-general, directors, and executive leaders, reflecting the seniority of the cohort and the programme’s strategic importance.
Abdulla Nasser Lootah, Assistant Minister of Cabinet Affairs for Competitiveness and Experience Exchange, said developing government leaders through continuous learning is central to building future-ready institutions. He noted that the programme marks a significant milestone in advancing knowledge exchange between the two governments.
The initiative builds on the strategic partnership launched during the World Governments Summit 2025 under the Government Experience Exchange Programme, which the UAE introduced in 2018 to share best practices with partner nations and strengthen global cooperation in government development.
