The United Arab Emirates and Qatar have signed a Memorandum of Understanding to strengthen cooperation in labour and human resources development, marking a step forward in regional collaboration.

The agreement was formalised on the sidelines of the 11th Meeting of the Committee of Labour Ministers of the Gulf Cooperation Council in Kuwait City. It was signed by Dr. Abdulrahman Al Awar, UAE Minister of Human Resources and Emiratisation, and Dr. Ali bin Smaikh Al Marri, Qatar’s Minister of Labour.

The MoU sets a framework for exchanging expertise, developing legislation, and advancing joint initiatives to support national workforces and enhance employment opportunities. It also seeks to improve jobseeker registration systems, training programmes, and knowledge transfer between the two countries.

Beyond bilateral cooperation, the agreement supports wider GCC objectives and reinforces platforms such as the Abu Dhabi and Doha Dialogues. It aims to strengthen governance of migrant labour transitions across Asia, Africa, and the Gulf, while promoting participation in international seminars and conferences.

Special committees will oversee implementation, focusing on technical advice, sharing market data, and aligning labour policies to mutual benefit.
