UAE Government Empowers Arts Sector with New Federal Decree-Law

The UAE Government has introduced a Federal Decree-Law to regulate and empower the arts sector, aiming to further develop non-profit art institutions and offer a wide range of benefits to arts professionals and talented artists.

This new law is designed to strengthen the artistic environment, promote creativity, attract talent, and stimulate the country’s creative economy.

The law establishes a unified national framework for arts institutions, fostering values of tolerance and coexistence within the community through artistic expression. It allows individuals and organizations, both local and international, to set up private museums, art exhibitions, and creative performances, provided they secure necessary permits and approvals from the relevant authorities.

One of the key highlights of the Decree-Law is the promotion of public art and greater accessibility for all members of society through dedicated programs. Local authorities are encouraged to provide incentives and exemptions to support artistic initiatives, while art institutions can receive donations, endowments, and sponsorships, as well as benefit from corporate tax exemptions.

Additionally, art collections involved in exhibitions will receive temporary customs exemptions, further encouraging creativity and innovation within the UAE. The simplified licensing process, managed by local authorities or the Ministry of Culture, ensures smoother establishment and operation of artistic institutions.

The new law also outlines the types of artistic activities allowed, including visual arts, performing arts, literature, music, and the use of new technologies and virtual platforms. It strictly prohibits unlicensed artistic activities and ensures institutions do not incite hatred or conflicts through their work.

This legislation is a significant step in reinforcing the UAE’s position as a global arts hub, promoting cultural excellence and inspiring artistic talent.
