Dealing with traffic violations in the UAE can be a daunting experience, especially when faced with non-payable or "blocked" fines. These types of fines are not only financially burdensome but also come with additional black points, which can further complicate matters. The process of settling these fines varies between Dubai and Abu Dhabi, and understanding the correct procedure is crucial for avoiding unnecessary stress.

What Are Non-Payable Fines?

Non-payable fines are those that cannot be settled through the usual online payment methods due to the severity of the traffic offense. These fines are often issued for more serious violations, such as excessive speeding or driving under the influence of alcohol. The amount of the fine depends on the nature of the offense, with penalties ranging from Dh500 for minor infractions to Dh2,000 or more for severe cases. In addition to the monetary penalty, these fines come with black points, which are added to the motorist's driving record.

Settling Non-Payable Fines in Dubai

In Dubai, paying non-payable fines requires a visit to a police station. Motorists must present their Emirates ID and driving license at the station. The black points associated with the fine will be transferred from the vehicle’s license to the driver's license, allowing the fine to be paid on the spot. To initiate the process, drivers can contact the Traffic Department via email at ps-t@dubaipolice.gov.ae or visit one of the following departments:

  • Deira Traffic Department (Opposite Terminal 2)
  • Barsha Traffic Department (near Mall of the Emirates, facing Sheikh Zayed Road)

Once at the station, the black points are reassigned, unlocking the fine for payment.

Resolving Non-Payable Fines in Abu Dhabi

In Abu Dhabi, the process has become more streamlined, allowing motorists to pay non-payable fines both online and at police stations. Here’s how to do it online using the TAMM mobile app:

  1. Open the TAMM app: The app will display any fines associated with your vehicle. Non-payable fines are indicated by an orange dot.
  2. Click 'Pay All': This option allows you to view the details of your fines. Select the non-payable fine.
  3. Transfer Black Points: You can choose to transfer the black points to your own license or another traffic profile. An OTP will be sent to your registered mobile number to complete the process.
  4. Verify and Submit: After verifying the OTP, the black points will be transferred, and the fine will become payable.
