UAE, India, and Sri Lanka Unite to Transform Trincomalee into Strategic Energy Hub

In a landmark move aimed at bolstering South Asia’s energy security, the UAE, India, and Sri Lanka have signed a trilateral Memorandum of Understanding (MoU) to develop Trincomalee, Sri Lanka, into a strategic energy hub.

The agreement was signed by Khaled Nasser AlAmeri, UAE Ambassador to Sri Lanka; Santosh Jha, Indian High Commissioner to Sri Lanka; and Prof. K.T.M. Udayanga Hemapala, Secretary of Sri Lanka’s Ministry of Energy.

The MoU outlines a broad framework for collaboration on critical energy infrastructure projects, including the refurbishment of the Trincomalee Tank Farm, establishment of bunker fuel supply systems, and the potential development of a new oil refinery.

To implement the refinery project, the three nations have designated key agencies—Abu Dhabi Ports Group (UAE), Indian Oil Corporation Limited (India), and Ceylon Petroleum Corporation (Sri Lanka)—who will form a joint venture to lead the initiative. A bi-directional petroleum pipeline between India and Sri Lanka is also on the agenda, aimed at enhancing regional energy logistics and fuel security.

Mohamed Hassan Alsuwaidi, UAE Minister of Investment, called the MoU

“a testament to the UAE’s commitment to regional partnerships that foster diplomacy, sustainable infrastructure, and economic resilience.”

Indian Foreign Secretary Vikram Misri described the initiative as “a strategic milestone” that strengthens India-UAE ties while deepening regional cooperation with Sri Lanka.

This agreement reinforces the UAE’s vision of driving cross-border collaboration to achieve lasting economic stability and shared progress through strategic infrastructure development and energy connectivity.
