His Highness Sheikh Mohammed bin Rashid Al Maktoum, Vice President, Prime Minister, and Ruler of Dubai, has launched the Proactive Government Performance System—an AI-powered platform designed to elevate government efficiency and align with the ‘We the UAE 2031’ national vision.
Unveiled in the presence of senior officials, including Sheikh Ahmed bin Mohammed bin Rashid Al Maktoum and Ministers Mohammad Al Gergawi and Omar Sultan Al Olama, the system uses artificial intelligence and advanced analytics to translate strategic goals into measurable outcomes. It is expected to significantly boost decision-making, resource use, service quality, and transparency across federal entities.
The platform processes over 150 million data points monthly, delivers more than 50,000 proactive insights annually, and saves an estimated 250,000 work hours each year. It also enhances performance measurement by 45 times and improves self-management capabilities within government bodies by 90%.
Sheikh Mohammed reaffirmed the UAE’s commitment to excellence, stating that the new system is a major step forward in anticipating challenges and seizing opportunities through data-driven governance.
Evolving from the original Adaa system introduced in 2008, this fourth-generation model marks a shift toward predictive performance management. With real-time data flow, integrated reporting, and rigorous benchmarking, it fosters innovation and continuous improvement while reinforcing public trust and accountability.
