The UAE Federal Public Prosecution has launched the White Paper for the Governance of Emerging Technologies Summit 2025, marking a significant step in shaping global dialogue on the ethical and legislative dimensions of technology.

The announcement was made during GITEX Global 2025 in collaboration with the Advanced Technology Research Council and TRENDS Research and Advisory.

The national publication consolidates insights from over 60 experts across 25 countries, providing a comprehensive analysis of how emerging technologies such as artificial intelligence, blockchain, and quantum computing intersect with justice, health, education, and the economy. It proposes frameworks for governance, ethics, and risk management rooted in transparency and the rule of law.

Chancellor Dr. Hamad Saif Al Shamsi, UAE Attorney General, said the initiative reflects the UAE’s vision to build a sustainable digital ecosystem that balances innovation with human values. He emphasized that the goal is not to control technology but to guide it responsibly, ensuring rights and ethics remain central to digital progress.

At the launch, Chancellor Salem Ali Al Zaabi, Chair of the Higher Organising Committee of GETS 2025, described the paper as a roadmap for aligning innovation with responsibility, highlighting the need for technology to serve humanity.

The White Paper’s release forms part of the Public Prosecution’s broader presence at GITEX 2025, which showcases projects including the Virtual Assistant for the Public Prosecutor, the Legislative Digitization Project, and the AI Ethics Charter. Together, these initiatives reinforce the UAE’s position as a global leader in advancing digital justice and responsible technology governance.
