The UAE has cemented its standing as one of the world’s leading destinations for multinational headquarters, drawing global corporations with its advanced infrastructure, strategic location, and business-friendly legislation.
In 2025, major firms including PayPal, Veon, Partners Group, and Fortress Investment Group announced new offices in Dubai and Abu Dhabi, reinforcing the country’s reputation as a global business platform. PayPal opened its first Middle East and Africa headquarters in Dubai, serving more than 80 markets, while Veon shifted its global base to the emirate.
The UAE’s appeal was underscored by international rankings, placing second among emerging markets in the Kearney FDI Confidence Index 2025 and among the most competitive economies in the IMD World Competitiveness Yearbook 2025.
Executives from global companies highlighted the UAE’s flexible regulations, digital and financial infrastructure, and commitment to sustainability as key factors attracting investment. Industry leaders said the country’s open economic policies and forward-looking vision continue to inspire investor confidence and create long-term opportunities.
With technology giants such as Google, Meta, Amazon, and Microsoft already established in the country, the UAE is consolidating its role as a strategic gateway for companies expanding into the Middle East, Africa, and beyond.
