The UAE advanced a broad package of legislative reforms and government decisions throughout 2025, reinforcing its commitment to efficient governance, economic competitiveness, and long term sustainable development.
The laws and decisions issued during the year reflect a flexible government model designed to anticipate change and enhance institutional readiness. Policies focused on governance, innovation, and stronger integration between federal and local entities, supporting the UAE’s regional and global standing.
Among the key measures, the government issued several Federal Decree-Laws, including the reorganisation of the Civil Defence Authority and amendments to the Commercial Companies Law to improve the business environment and align with global economic trends. Changes were also introduced to the Civil Procedures Code, the law combating narcotic drugs and psychotropic substances, and the Corporate Tax Law.
A new Personal Status Law was enacted, offering a comprehensive framework aimed at strengthening family stability while addressing evolving social needs through simplified procedures and flexible provisions.
The UAE also established new national bodies, including the National Anti-Narcotics Authority and the Federal Authority for Ambulance and Civil Defence. Additional legislation was issued to regulate the Central Bank, financial institutions, and insurance activities, reinforcing financial and regulatory stability. A new law on veterinary medical products and establishments was introduced to protect animal health and support food safety and public health.
In June, ministerial changes saw the creation of the Ministry of Foreign Trade and the renaming of the Ministry of Economy as the Ministry of Economy and Tourism. The Cabinet also approved the National Artificial Intelligence System as an advisory member of all government councils starting January 2026.
Further decisions enhanced government efficiency and workforce performance, while updated visa regulations expanded visit purposes to attract global talent and support sectors such as technology, artificial intelligence, entertainment, and tourism.
