The UAE’s Comprehensive Economic Partnership Agreement (CEPA) programme continues to reinforce the nation’s status as a global trade hub, culminating in 26 agreements with strategically important countries and international blocs by the end of the first quarter of 2025.
In 2025 alone, the UAE signed five new CEPAs with Malaysia, New Zealand, Kenya, Ukraine, and the Central African Republic. These agreements strengthen the UAE’s trade and investment footprint across some of the world’s most dynamic economies, unlocking fresh opportunities for the country’s private sector and business community.
Six agreements have officially come into effect, while 14 others are undergoing technical and ratification procedures. Negotiations on six additional agreements have been finalized, with signings expected soon. The CEPA programme remains a key driver in broadening the UAE’s trade partnerships, solidifying its role in fostering open, multilateral trade relations.
The UAE is also in the final stages of CEPA negotiations with several major economies, including Japan, with talks set to conclude before the end of 2025. This underscores both nations’ commitment to deepening economic ties and facilitating new trade opportunities.
The impact of CEPA agreements is already evident. By the end of 2024, UAE-India non-oil trade grew by 20.5%, with UAE exports to India surging 75%. Trade with Turkiye rose by over 11%, Indonesia recorded growth exceeding 15%, and Georgia saw a remarkable 56% increase.
These agreements play a crucial role in the UAE’s economic vision, supporting the “We the UAE 2031” agenda, which targets AED4 trillion in total non-oil foreign trade and AED800 billion in non-oil exports by 2031. Benefiting sectors include logistics, clean energy, advanced technology, financial services, agriculture, and sustainable food systems.
As the CEPA programme accelerates, the UAE continues to enhance its foreign trade performance, driving sustained economic growth and reinforcing its position as a leading global trade powerhouse.
