Most new compliance rules add to your to-do list. The latest change to the UAE’s e-invoicing framework takes three items off it.
The Ministry of Finance has issued Ministerial Decision No. 197 of 2026, which amends Ministerial Decision No. 243 of 2025 on the Electronic Invoicing System. It has been in effect since 1 October 2026. The changes are targeted, aimed at clarifying certain requirements, supporting implementation of the system and reducing the operational burden on businesses across the UAE.
The first relief is for group structures. Transactions between members of the same tax group will be treated as excluded transactions for 24 months from 1 January 2027. That gives groups more flexibility and more time to adapt before those internal invoices come under the system.
The second is about where your data lives. Article 11 now requires anyone subject to the system to keep all electronic invoices, electronic credit notes and associated data for the period set by the Tax Procedures Law and to provide those records to the Federal Tax Authority on request. The earlier requirement to store that data within the UAE has been removed. The focus shifts from where records are held to whether they are retained and accessible for tax compliance purposes.
The third is a deadline you no longer need to watch. The provisions on system failure have been dropped from Ministerial Decision No. 243 of 2025. That means businesses no longer have to notify the Federal Tax Authority within two business days of a failure. The decision repeals Article 12 and deletes the related definition from Article 1.
The Ministry says the amendments reflect its commitment to making business easier in the UAE by cutting operational burdens, allowing flexibility during implementation and keeping regulation efficient and business-friendly. For owners and finance teams, the practical step is a quick review of your invoicing setup, your record retention process and any intragroup billing. The rules are already live and the group exclusion starts in January, so now is a sensible time to see what you can simplify.
