Universal Postal Congress Sets Course for Future with Dubai Strategy

The first week of the 28th Universal Postal Congress in Dubai closed with consensus on a forward-looking plan that will shape the global postal sector for the next four years.

Delegates from 192 member countries of the Universal Postal Union (UPU) advanced discussions that will culminate in the adoption of the “Dubai Strategy” for 2026–2029.

Held under the theme Leading the Change, Creating the Future, the Congress brought together global leaders to address pressing challenges and opportunities in the postal and logistics industry. Central to the talks were digital transformation, artificial intelligence, and innovative eCommerce solutions aimed at boosting efficiency and competitiveness.

Sustainability, financial inclusion, and the empowerment of postal and financial services were also high on the agenda. Leaders stressed the need for stronger governance and regulatory frameworks to ensure smooth global operations in a rapidly evolving sector.

The UAE played a prominent role, with its delegation leading strategic discussions on integrated networks, data exchange, and the alignment of postal services with sustainable development goals.

With its opening phase complete, the Congress now enters a critical second week. Delegates will vote on the Dubai Strategy, elect council members, and finalize mechanisms for implementation. Several new initiatives and agreements are also expected, underscoring the Congress’s role in shaping international cooperation for the future of postal and logistics services.
