Uzbekistan has taken a major step toward modernising its public sector with the launch of the Zero Government Bureaucracy Programme and a nationwide initiative to train five million citizens in AI prompt engineering.
The announcements were made in Tashkent in the presence of President Shavkat Mirziyoyev and UAE Minister of Cabinet Affairs Mohammed Abdullah Al Gergawi.
The programmes were unveiled during the Uzbekistan Zero Bureaucracy Forum and the Uzbekistan Artificial Intelligence Forum. Both events were organised by the governments of the UAE and Uzbekistan as part of their long-standing partnership to advance government efficiency and digital transformation.
Officials from both countries discussed successful models for reducing administrative routines and improving service delivery. The Zero Bureaucracy Programme draws inspiration from the UAE’s approach to streamlining government work to boost customer satisfaction and institutional agility.
The forum highlighted the importance of simplifying procedures to enhance innovation, strengthen public services, and support broader economic and social development across Uzbekistan.
At the AI forum, the Five Million Uzbek AI Prompters Initiative was introduced. The programme aims to strengthen the country’s future workforce by training five million people in AI prompt engineering over the next three years. Emirati and Uzbek officials held joint sessions on how artificial intelligence can enhance government readiness and build long-term capabilities.
Sessions also explored the role of AI in improving education, developing skills, and building personalised learning tools. Several AI-powered solutions across key sectors were showcased.
The UAE and Uzbekistan first launched their government modernisation partnership in 2019 and renewed it in 2021 for six more years. The current phase focuses on 14 pillars, including digital transformation, industrial development, leadership training, and support for Uzbekistan’s Vision 2040.
