The World Governments Summit Organisation, in partnership with PwC, has released a new report calling for a transition from traditional volume-driven healthcare models to value-based care that prioritises patient outcomes and system sustainability.
The report, Transitioning to Value-Based Care, highlights the growing pressures on global healthcare systems, including rising costs, ageing populations and the increasing burden of chronic diseases. It argues that placing patient experiences and outcomes at the centre of care delivery is critical to improving quality while reducing waste.
Drawing on case studies from North America and Europe, the report shows that value-based models can deliver measurable improvements in efficiency and care standards. While still emerging in the Gulf, it notes that the region is well positioned to adapt such approaches, supported by initiatives in Dubai, Abu Dhabi and Saudi Arabia.
Key recommendations include aligning financial and operational incentives, creating transparent outcome measurement tools, and setting clear priorities for adoption across GCC countries. The report also emphasises the need for robust health data and collaboration between governments, providers and insurers.
Reem Baggash of the World Governments Summit said the study is part of wider efforts to support governments in building equitable, patient-centred systems that balance quality, cost and sustainability. PwC’s Ahmed Faiyaz added that the GCC has already laid strong foundations and can become a global leader in future-ready healthcare.
