DIFC Announces Plans to Become the World's First AI-Native Financial Centre

The Dubai International Financial Centre has unveiled an ambitious plan to embed artificial intelligence into every layer of its operations, becoming the world's first AI-native financial centre and setting a new global benchmark for innovation in financial services.

Unlike other global financial hubs experimenting with AI at the margins, DIFC is taking a structural approach, integrating AI across its legal and regulatory frameworks, business operations, talent development systems, and physical infrastructure. The initiative is projected to generate USD 3.5 billion in economic value and create 25,000 new jobs.

DIFC laid the groundwork for this shift in 2023 with a five-year AI strategy, establishing data governance policies and incorporating AI under its Data Protection Law. The centre has since deployed AI tools to support client compliance and relationship management.

As part of the programme, DIFC will develop ethics and governance frameworks covering not just human activity but also AI agents and robotics. Financial firms will gain access to advanced AI tools, and the centre aims to export AI governance software and trained talent to the Global South.

On the infrastructure front, DIFC plans to roll out intelligent buildings, autonomous mobility, service robotics, digital twins and smart utilities across the district by 2030, effectively creating a sensor-enabled city-within-a-city. It will also be the first financial centre to offer a full-stack AI Campus combining regulation, training, compute and physical AI.

Governor His Excellency Essa Kazim said the move marks a defining step in Dubai's rise as a global capital for the future of finance, aligning with the Dubai Economic Agenda D33.

The centre will showcase this vision at the Dubai AI Festival, set for 26 and 27 October 2026 at Dubai World Trade Centre.
