The Dubai Financial Market (DFM) has signed a Memorandum of Understanding with the Taiwan Stock Exchange (TWSE), setting the stage for enhanced collaboration and greater cross-border investment opportunities between the two markets.

The agreement, inked during the third MENA Capital Market Summit in Dubai, outlines a joint framework to promote capital market development, facilitate dual listings of financial products like ETFs, and increase investor outreach in both regions.

DFM CEO Hamed Ali and TWSE Chairman Sherman H.M. Lin formalized the deal, underscoring a shared commitment to connect global markets and broaden access for investors and issuers.

“This partnership builds on our track record of enabling cross-border listings and expanding investor reach across key global regions,”

Ali said.

As part of the agreement, the exchanges will explore new listing opportunities, share market insights, and conduct mutual visits to deepen cooperation. The MoU also aims to boost awareness of both capital markets among institutional and retail investors.

This latest move follows TWSE’s regional push, which included a major investment promotion event in the Middle East in late 2024. Chairman Lin noted the MoU

“lays a solid foundation for future listings and joint market promotion efforts.”

The TWSE delegation also participated in a panel on cross-border capital flows and held meetings with institutional investors in the region, signaling a strong intent to strengthen ties with Middle Eastern markets.

DFM and TWSE plan to continue working together through technical exchanges, joint awareness initiatives, and strategic dialogues aimed at reinforcing regional and international connectivity.
