Dubai Issues New Resolution Regulating Healthcare Activities and Professions

H.H. Sheikh Hamdan bin Mohammed bin Rashid Al Maktoum, Crown Prince of Dubai and Chairman of Dubai Executive Council, has issued Executive Council Resolution No. (49) of 2024, aimed at enhancing the regulation of healthcare services and professionals in Dubai.

The new resolution applies to all healthcare establishments in the emirate, including those in special development zones and free zones like the Dubai International Financial Centre.

The resolution aims to establish a high-quality healthcare system by regulating healthcare professions and activities. It promotes operational efficiency, service quality, and transparency while safeguarding the community from unethical practices. However, professionals employed by federal government healthcare entities are exempt from this regulation.

Under the new law, the Dubai Health Authority (DHA) is tasked with overseeing healthcare providers and professionals, licensing healthcare facilities, and ensuring compliance with regulations. The DHA is also responsible for investigating complaints, conducting clinical audits, and referring violations to the Medical Practice Committee. In cases of serious violations, the DHA can temporarily close facilities or suspend professionals.

The resolution mandates that all healthcare providers and professionals must hold valid DHA permits. Licenses, valid for one year, are renewable based on DHA conditions. The resolution prohibits unlicensed professionals from practicing, and facilities are barred from hiring unlicensed staff.

Resolution No. (49) of 2024 replaces the previous regulation from 2012 and will come into effect 60 days after its publication in the Official Gazette. It marks a critical step towards ensuring a transparent and accountable healthcare sector in Dubai.
