The Mohammed bin Rashid Center for Leadership Development (MBRCLD) has launched the Dubai Leadership Coach, described as the first AI-powered government leadership coaching initiative designed to reach Dubai Government employees.

The launch took place in the presence of H.H. Sheikh Mansoor bin Mohammed bin Rashid Al Maktoum, President of the UAE Olympic Committee, during the Mohammed bin Rashid Leadership Forum. The annual gathering brought together 1,000 government and private sector leaders to discuss the future of management and leadership.

The project draws on the leadership philosophy of H.H. Sheikh Mohammed bin Rashid Al Maktoum, Vice President and Prime Minister of the UAE and Ruler of Dubai. Employees can raise real workplace situations, such as managing a team, making a difficult decision or improving how they communicate, and explore options through a coaching session. The service runs in a web browser with no special software or devices.

The experience is designed to feel like a human coaching session rather than a standard question-and-answer tool. The coach listens, asks questions, handles interruptions and helps users reach their own decisions. MBRCLD said it is not meant to replace coaches or leadership programmes but to offer continuous support between them.

Its knowledge base draws on about 50,000 leadership and management books and nearly 100,000 biographies of leaders. Responses are grounded in selected content with proper attribution, and its conversational approach follows International Coaching Federation standards.

The platform uses realistic digital avatars that interact through voice and video, with safeguards protecting identity and usage rights. During development, more than 20 international and local AI models were tested. The final system runs on a sovereign AI model of roughly 30 billion parameters and a hybrid architecture combining local and trusted cloud computing.

MBRCLD said the project widens leadership development from small cohorts to the wider government workforce.
