The Dubai Police Academy has signed a cooperation agreement with the Royal Military Academy Sandhurst, Georgetown University, the New York Police Department (NYPD) and the United Nations Institute for Training and Research (UNITAR) to launch the Mohammed bin Rashid Master in Police and Security Leadership.

H.H. Sheikh Hamdan bin Mohammed bin Rashid Al Maktoum, Crown Prince of Dubai, witnessed the signing during the Mohammed bin Rashid Leadership Forum, organised by the Mohammed bin Rashid Center for Leadership Development. The programme aims to institutionalise the police and security leadership philosophy of H.H. Sheikh Mohammed bin Rashid Al Maktoum, Vice President and Prime Minister of the UAE and Ruler of Dubai.

The 12-month programme comprises 30 credit hours across eight modules. Topics include leadership, governance and innovation, strategic leadership, foresight and decision-making, and transformation and security crisis leadership. It also features an applied project, an international leadership experience and Shadow Leadership, where participants work alongside a senior leader to observe real decision-making.

Each international partner contributes a specific strength. Sandhurst brings expertise in high-pressure leadership, Georgetown in strategy and policy, the NYPD in operational leadership in dense urban environments, and UNITAR in international collaboration and security diplomacy.

Lieutenant General Abdulla Khalifa Al Marri, Commander-in-Chief of Dubai Police, said the programme helps pass this leadership philosophy to future generations within a framework tailored for police and security leaders. Brigadier Dr. Sultan Abdul Hamid Al Jamal, Director of the Dubai Police Academy, said it shifts leadership development from studying theory to building and practising capabilities in real-world settings.

The programme targets current and emerging leaders across police, security, military and government entities. Applications open in October 2026, with classes starting on January 4, 2027.
