Dubai Police and the Dubai Civil Aviation Authority have signed a Memorandum of Understanding to regulate parachute activities across Dubai and strengthen air safety and incident response, reinforcing the emirate’s commitment to public safety and national strategic priorities.
The agreement establishes a framework for closer coordination between the two entities, ensuring parachute operations are organised in line with the highest international standards and supported by clear operational procedures.
The MoU was signed by Brigadier Dr Mubarak Saeed Salem bin Nawas, Director of Lahbab Police Station, representing Dubai Police, and His Excellency Ahmad Ali Belqaizi, Executive Director of the Aviation Safety and Environment Sector, representing the DCCA.
Under the agreement, Dubai Police will lead the immediate response to emergency reports involving parachute accidents. Their responsibilities include conducting investigations, collecting evidence, and registering cases in accordance with approved legal and operational procedures. The force will also coordinate with relevant authorities to deliver joint awareness and educational initiatives in cooperation with the DCCA.
The DCCA will be responsible for developing and regularly updating regulations governing parachute activities in line with air safety requirements. Its role includes monitoring compliance through inspections and audits, issuing licences and permits, and implementing specialised awareness and training programmes.
As part of the collaboration, the DCCA will also provide targeted training for selected police personnel on procedures for investigating parachute incidents within designated activity zones across Dubai.
The partnership is expected to enhance operational efficiency, clarify roles and responsibilities, and contribute to safer skies as Dubai continues to expand its recreational and adventure aviation offerings.
