Dubai Finance (DOF) and Digital Dubai (DDA) have activated Jaywan, the UAE’s national payment network, on the DubaiPay platform, expanding payment options for government services and supporting the Dubai Cashless Strategy.

The integration follows successful operational testing by Digital Dubai, confirming that DubaiPay is ready to securely and efficiently process transactions made using Jaywan cards.

The first government transaction through Jaywan was completed using the Dubai Cares donation service, marking the national payment network’s first use across government payment channels on DubaiPay.

Jaywan is the UAE’s national card payment scheme and is operated by Al Etihad Payments, a subsidiary of the Central Bank of the UAE. The network supports the localisation of electronic payments and provides individuals, merchants and financial institutions with a national payment system. Jaywan cards can be used at point-of-sale terminals, ATMs and e-commerce platforms.

Abdulrahman Saleh Al Saleh, Director-General of Dubai Finance, said the integration represents another milestone in developing Dubai’s digital payments ecosystem and strengthening the adoption of national payment solutions across government services.

Digital Dubai officials said the integration will provide customers with greater payment choice while improving convenience, security and confidence in digital transactions. It will also strengthen interoperability between Dubai Government’s financial infrastructure and the UAE’s wider national payments ecosystem.

The initiative forms part of broader efforts by Dubai Finance, Digital Dubai and their partners to develop an integrated, secure and resilient payment infrastructure. It is also expected to improve the efficiency of government revenue collection and support wider adoption of digital transactions.

The activation contributes directly to the Dubai Cashless Strategy, which aims to increase the share of cashless transactions across Dubai’s government and private sectors to 90% by the end of 2026.

The strategy is designed to strengthen Dubai’s position as a leading digital economy while creating simpler, safer and more efficient payment experiences for customers.
