The General Secretariat of Dubai's Supreme Legislation Committee (SLC) has made history by becoming the first legislative entity in the world to receive leadership-level accreditation from the International Consortium for Organisational Resilience (ICOR), marking a significant milestone in Dubai's drive to build a future-ready regulatory framework.

The recognition was awarded under ICOR's Organisational Resilience Capability Assessment (ORCA) programme, which evaluates institutional capabilities across leadership, organisational culture, risk management and crisis response. Attaining the highest tier of this globally recognised standard places the SLC General Secretariat in a category of its own among legislative bodies worldwide.

Dr. Ahmad Saeed bin Meshar, Secretary-General of the SLC, said the accreditation reflects the organisation's commitment to institutional readiness and its ability to anticipate and adapt to change. He added that the achievement reinforces confidence in Dubai's legislative system and aligns with the UAE leadership's broader vision of efficiency and preparedness across government.

Mohammed Juma Al Suwaidi, Assistant Secretary-General of the SLC, described resilience as a fundamental pillar of any effective legislative system, noting that frameworks must be capable of responding to economic and social transformations to ensure long-term regulatory stability.

The accreditation is part of a broader strategic initiative positioning the SLC General Secretariat at the forefront of global legislative governance. Officials said the body will continue raising its organisational standards in line with international developments.

The recognition adds to Dubai's growing reputation as a hub for institutional excellence, reinforcing the emirate's ambition to lead not just in business and infrastructure, but in the quality and resilience of its regulatory architecture.
