Empower Awards Contract to Begin New District Cooling Plant in Al Sufouh

Emirates Central Cooling Systems Corporation (Empower) has awarded the excavation and foundation works contract for a new district cooling plant in Al Sufouh 2, marking the first phase of its broader expansion in the area to meet rising demand for sustainable cooling solutions in Dubai.

Excavation has already begun this month, with full-scale construction scheduled for the fourth quarter of 2025. The new plant will deliver a cooling capacity of 23,400 refrigeration tons, serving a range of buildings, including the Innovation Hub, a prominent development in Al Sufouh.

This project is the first of three planned district cooling plants in the area, part of Empower’s strategy to extend its infrastructure in high-growth zones across Dubai. The company aims to support the city's urban development and enhance energy efficiency through smart, eco-friendly technologies.

H.E. Ahmad Bin Shafar, CEO of Empower, said the initiative reflects the company’s commitment to scaling its operations in line with Dubai’s sustainability goals and growing demand for environmentally responsible district cooling.

Al Sufouh, located near Sheikh Zayed Road, continues to see increased residential and commercial activity due to its strategic location and integrated amenities, driving the need for robust, energy-efficient infrastructure.
