The United Arab Emirates has positioned itself as a leading global incubator for startups specialising in smart mobility solutions, supported by a modern, integrated transport ecosystem and strong regulatory frameworks.

With world-class infrastructure that includes extensive road networks, bridges, metro, and tram systems, the UAE has further enhanced urban mobility through individual solutions such as electric scooters and bicycles.

These smart mobility options offer efficient, affordable, and environmentally friendly alternatives for short daily commutes related to work and leisure. They play a key role in connecting public transport stations with residential, commercial, retail, and leisure destinations. Operated through smart applications, each vehicle is equipped with QR codes that allow users to locate, unlock, and pay for rides seamlessly using their smartphones.

The UAE has actively encouraged startups to invest in this growing sector by preparing dedicated infrastructure and establishing safety regulations that ensure responsible usage. As a result, both local and international companies have entered and expanded within the market, benefiting from a business environment that promotes innovation, entrepreneurship, and sustainable growth.

Smart mobility solutions have seen widespread adoption across society, prompting companies such as Careem, Uber, Tier, Lime, FENIX, Skurrt, and Arnab to expand their services nationwide. Many of these startups have achieved regional and global success after launching in the UAE, using the country as a gateway for international expansion. Careem stands out as a notable success story, having grown from a Dubai-based startup into a major regional player before being acquired by Uber for USD 3.1 billion in 2019.

Government initiatives have played a significant role in this growth. Abu Dhabi began licensing app-based scooter rentals in 2019 and plans to expand its cycling network beyond 3,000 kilometres by 2026. Dubai launched its electric scooter project in phases starting in 2020, with usage doubling to over one million trips in 2022. In 2025, Dubai’s Roads and Transport Authority introduced a smart system to assess cycling and e-scooter tracks, reinforcing the UAE’s commitment to innovation, safety, and sustainable urban mobility.
