The United Arab Emirates is leading a global dialogue with the World Economic Forum (WEF) to develop the Global Principles for Strategy in the Agentic AI Era, a framework to guide how governments and institutions redesign strategic planning and decision-making using artificial intelligence.

The dialogue opened on October 13 during the Annual Meeting of Global Future Leaders in Dubai. It brings together experts, decision-makers and thought leaders to examine how agentic AI will reshape strategic work. These systems can reason, coordinate and act with greater autonomy than tools that simply respond to instructions.

The principles are one of the main initiatives of the Global Strategic Intelligence Programme, a longstanding partnership between the UAE and WEF. The programme aims to strengthen governments’ capabilities in strategic intelligence, foresight and decision-making, and to build new models and methodologies for strategic work.

Huda Al Hashimi, Deputy Minister of Cabinet Affairs for Strategic Affairs, said the UAE’s leadership reflects its pioneering role in shaping the future of government work worldwide. She said the aim is to develop shared principles that keep pace with rapid AI advances and help governments anticipate change, build resilience and make evidence-driven decisions.

She added that the UAE is committed to contributing to a global consensus on the frameworks and practices governing AI in strategic work. The principles are also meant to turn knowledge and data into tangible outcomes that improve lives.

Stephan Mergenthaler, Managing Director and Chief Technology Officer of the WEF, said agentic AI is fundamentally transforming how governments assess possibilities and make consequential decisions. He said clear principles can help institutions navigate complexity with greater foresight and confidence.

The initiative ultimately seeks to become a new international reference point for governments and institutions building strategies that cope better with future change.
