The UAE Ministry of Finance has opened a second issuance under its Sovereign Retail T-Sukuk Programme, offering a five-year tenor after the inaugural round drew subscription orders worth AED445 million, nearly nine times its original AED50 million target.
The new issuance builds on that momentum, aiming to widen participation among UAE nationals and residents in sovereign investment instruments while strengthening the country's standing as a global financial hub and Islamic finance centre. It supports the objectives of the UAE's Year of Family 2026 by encouraging long-term saving and financial planning.
The Shariah-compliant instrument is fully backed by the UAE Government and carries a minimum subscription of just AED1,000, keeping it accessible across different segments of society. The Ministry is working with Dubai Financial Market, Nasdaq Dubai and approved receiving banks to deliver a seamless digital subscription process. Once allocation and settlement are complete, the sukuk will be listed for secondary market trading on Nasdaq Dubai.
Mohamed bin Hadi Al Hussaini, Minister of State for Financial Affairs, described the programme as a strategic step toward giving all segments of society direct access to government-backed investment instruments. He said the five-year tenor and low entry threshold reflect the Ministry's commitment to expanding the investor base for dirham-denominated government debt and deepening domestic capital markets.
Subscriptions can be made through DFM's eIPO platform, the iVestor app, the DFM app and participating banks' digital channels, with Emirates NBD serving as lead receiving bank alongside Emirates Islamic, Abu Dhabi Islamic Bank, Ajman Bank, Mashreq, Abu Dhabi Commercial Bank and First Abu Dhabi Bank.
The inaugural issuance, which ran a two-year tenor at a 4.30% annual profit rate, saw 76% of demand come in at AED10,000 or below, with UAE nationals making up 72% of investors. Young investors under 25 and women together accounted for 45% of subscribers. The profit rate for the new issuance will be announced on September 22, 2026.
