DEWA Invests Over AED 8.5 Billion to Expand and Future-Proof Dubai's Power Grid

Dubai Electricity and Water Authority (DEWA) is pressing ahead with a sweeping expansion of its electricity transmission network, with projects worth more than AED 8.5 billion currently under construction and set for completion by 2028.

HE Saeed Mohammed Al Tayer, MD and CEO of DEWA, confirmed that the authority commissioned eight 132kV substations and two 400kV substations in 2025, as part of broader efforts to strengthen the reliability and sustainability of Dubai's power infrastructure.

The ongoing construction programme spans 52 new 132kV substations, 223km of 132kV underground transmission cables, two 400kV substations and 130km of 400kV overhead transmission lines. By the end of 2025, DEWA's total substation count across Dubai reached 394, comprising 27 400kV substations and 367 132kV substations.

Al Tayer highlighted DEWA's commitment to global best practices in transmission network planning and execution, adding that the expansion is designed to keep pace with Dubai's growing electricity demand at the highest levels of efficiency and reliability.

On the ground, Hussain Lootah, Executive Vice President of Transmission Power at DEWA, outlined that 2025 projects included the extension of 250km of underground cables and overhead lines at a cost exceeding AED 1.35 billion. Work spanned key locations including Warsan-4, Al Yalayis-5, Hatta, Saih Shuaib-3, Al Hebiah-5 and Jebel Ali First.

DEWA also launched five projects to build major 132kV substations serving new Emirati residential communities, including Latifa City, Al Awir First and Al Khawaneej Second, at a combined cost of approximately AED 560 million.

The investments reflect Dubai's long-term infrastructure strategy and DEWA's mandate to deliver a grid capable of supporting the emirate's continued growth.
