Dubai Land Department (DLD) has launched "Initial Registration," a new AI-powered platform that combines project registration, real estate transaction registration and escrow account management into one connected system for developers.
The launch supports Dubai's readiness for real estate sector growth and reinforces its position as a global investment destination.
The platform ties into a broader push announced by His Highness Sheikh Mohammed bin Rashid Al Maktoum, Vice President, Prime Minister, and Ruler of Dubai, for 50% of UAE government sectors and services to run on autonomous, self-executing AI (Agentic AI) within two years.
It launched at a ceremony at Grand Hyatt Dubai, attended by DLD's Acting Director General and CEOs, alongside officials and representatives from the public and private sectors, with a presentation on the platform's features and capabilities.
By linking developers' core operations into one digital journey, the platform cuts down on repeated data entry and document submissions, and improves coordination between developers, DLD and the banks managing escrow accounts. It also gives developers a consolidated view of their projects and portfolios for better-informed decisions.
Eng. Abdullah Ahmed Al Shehi, CEO of the Real Estate Regulatory Agency (RERA) at Dubai Land Department, called the launch an investment in the sector's efficiency and readiness for its next growth phase, saying it strengthens transparency, governance and investor confidence while supporting Dubai's long-term competitiveness.
On the tech side, the platform uses AI to read documents like Emirates IDs, passports and sales contracts, auto-populating fields and reducing manual entry. Standard transactions meeting business rules can be approved on submission. Mustafa Al Rifai, Senior Manager at Dubai Land Department and the official responsible for the new system, told WAM it cuts data-entry operations by up to 80% and slashes transaction registration time from around 30 minutes to under five.
A feature called "Project 360" gives a consolidated view of each project's unit status, escrow accounts, finances and records, with early warning indicators to flag issues. Developers can manage multiple companies through a single account with defined user roles and permissions.
More than 1,500 real estate developers will migrate to the platform, starting with major developers (trained over two to three weeks), followed by others onboarded in batches of 50-100 weekly until the previous system is phased out. Al Rifai said this current rollout is phase one, with further system integration planned for phase two.
The initiative supports the Dubai Real Estate Strategy 2033 and the Dubai Economic Agenda D33.
