Dubai has been ranked second worldwide in the inaugural Intelligent Cities Index by the Boston Consulting Group, reinforcing its position as a global leader in artificial intelligence and digital transformation.
The emirate also secured the top spot for the adoption of AI technologies and smart city solutions, highlighting its success in using innovation to improve public services, support businesses and enhance residents' quality of life.
The index assessed 61 cities across 39 countries, measuring their progress in digital transformation through five key areas: outcomes, strategy, adoption, ways of working and enablers. The evaluation was based on 35 indicators covering 14 dimensions of digital maturity.
Dubai's first-place ranking in AI adoption reflects the widespread integration of advanced technologies across government services and multiple sectors. According to the report, the emirate has translated AI investments into practical applications that deliver measurable benefits for both residents and businesses.
Hamad Obaid Al Mansoori, Director General of Digital Dubai, said the achievement reflects the leadership's long-term vision of making digital transformation and AI central to government efficiency, economic competitiveness and quality of life. He added that Dubai will continue investing in shared digital infrastructure while expanding AI adoption across sectors.
Khalfan Juma Belhoul, Chief Executive Officer of the Dubai Future Foundation, said the ranking demonstrates Dubai's ability to convert emerging technologies into practical solutions that drive productivity, innovation and sustainable growth.
The report also found that cities placing AI at the core of public services achieve stronger improvements in service delivery, higher resident satisfaction and greater public trust, with Middle Eastern cities, including Dubai, showing particularly strong momentum in AI adoption.
