Dubai SME and Dubai Land Department Sign Agreement to Boost Emirati SME Participation in Real Estate Sector

Dubai is stepping up efforts to embed Emirati entrepreneurs into one of its fastest growing sectors, as Dubai SME and Dubai Land Department formalise a strategic partnership to expand SME participation across the real estate value chain.

The Memorandum of Understanding will enable SME members to access activities linked to owners’ associations and real estate operations. It also opens collaboration with developers across design, contracting, consultancy, and property management, creating direct pathways for Emirati businesses to contribute to major projects.

The initiative supports the ambitions of the Dubai Economic Agenda D33, which targets doubling the emirate’s economy by 2033. Dubai SME aims to launch 8,000 new businesses and grow its supported network to 27,000 enterprises within the same timeframe. The agreement also aligns with the Dubai Real Estate Strategy 2033, focused on increasing homeownership and strengthening market competitiveness.

Officials said the partnership will enhance regulatory awareness and readiness among SMEs. Dubai Land Department will provide guidance on legislation and compliance, alongside workshops and advisory initiatives designed to raise professional standards.

Dubai SME will support the rollout by promoting DLD services, facilitating access for members, and organising training and matchmaking programmes that connect SMEs with developers and key stakeholders.

The move comes as Dubai’s real estate market maintains strong momentum. The sector recorded more than AED 917 billion in transactions in 2025, while the first quarter of 2026 saw around AED 252 billion in deals, underlining sustained investor confidence and reinforcing the emirate’s global position in real estate investment.
