Dubai Municipality Ready to Receive Paperless Purchase Orders

Dubai Municipality has completed the implementation of the feature of receiving paperless purchase orders issued by the Municipality. With this, Dubai Municipality has become the first government department to implement electronic receipt of materials in cooperation with the Dubai Smart Government. This will contribute to saving approximately 32,000 papers printed annually by the Municipality and the same by the supplier.

This move comes within the framework of Dubai Municipality’s continuous endeavor to develop its services in accordance with the highest standards of smart transformation, and based on the Dubai Vision 2021 for transformation to paperless administration.

The project for receiving paperless purchase orders, which will be the first service of its kind in the emirate of Dubai, is an effective way to facilitate and implement procedures faster to achieve the desired results and to keep pace with the rapid development in the emirate, which is also a step in support of the Dubai government's paperless initiative and the strategic plan for the digital transformation of the UAE government.

Syed Ismail Al Hashimi, Director of Contracts and Purchasing Department at Dubai Municipality, said that the move, which will strengthen Dubai’s global leadership in the smart city sector, is in line with the Dubai Paperless Strategy 2021, launched by His Highness Sheikh Hamdan bin Mohammed bin Rashid Al Maktoum, Crown Prince of Dubai and Chairman of the Executive Council, in February 2018, with the aim of digitizing all internal and external government transactions and making them paperless.

He said the Municipality has succeeded in qualifying the work team and the supporting mechanisms to receive paperless purchase orders, which is a major achievement in the digital transformation of procedures.

“This project is considered a new episode in the series of projects launched by the Municipality since the beginning of the current year to offer integrated contractual services that contributed to providing integrated services for internal and external customers.

As part of the process of automating procedures and within the framework of our keenness to continuously support and develop our systems in partnership with the Dubai Smart Government and in line with the policy and vision of the Dubai government to be paperless in the year 2021. Starting from January 1, 2021, receiving all services, expenditures, and inventory items will be paperless and fully automated. As the process will be without papers, either by the supplier or by the Municipality, from this date there is no need to print any papers to complete the procedure,” he added.

Huda Al Hashimi, Director, Government Information Resource Planning Systems Department at Dubai Smart Government, said:

“Government resource planning systems play a major role in supporting the digital transformation process in the Dubai government. It has a clear impact on multiple savings in time, effort and cost, in addition to being in line with the Dubai Paperless Strategy, which is also considered a fundamental pillar to lead the digital transformation process in Dubai, as it is an integrated work system that brings together the various bodies and institutions in the emirate.

The launch of Dubai Municipality’s implementation of receiving paperless purchase orders through the Smart Resource App is a significant step for the Municipality, because the Municipality represents great importance in government work, especially in various daily transactions in terms of the volume of transactions, which will certainly support Dubai's smart efforts towards transferring all systems to be 100% paperless by December 2021,” she added.

How to complete the procedure:

All suppliers must provide the shipping notice to the Municipality through the smart supplier App available through the Apple Store, Google Play and Huawei App Gallery, and upon actual supply of materials and verification of quantities and specifications by the concerned department in Dubai Municipality, the concerned official will electronically receive so that the supplier finds the receipt updates through the App, and once the receiving process is accepted, a receipt document will reach the supplier on his registered email and can download it through the supplier's smart App.
