Her Highness Sheikha Latifa bint Mohammed bin Rashid Al Maktoum, Chairperson of Dubai Culture and Arts Authority, has launched the Creative Sector Resilience Portfolio, a sweeping initiative designed to future-proof Dubai's creative economy and support its growing community of artists, institutions and cultural enterprises.
The portfolio was introduced in line with directives from His Highness Sheikh Hamdan bin Mohammed bin Rashid Al Maktoum, Crown Prince of Dubai and Chairman of The Executive Council, to deliver AED1 billion in economic support measures across the emirate.
Built around five pillars — Cultural Infrastructure, Creative Production, Talent Development, Participation and Audiences, and Cultural Impact — the portfolio will be rolled out in phases, with each stage unlocking access to spaces, funding, professional development and market opportunities for creatives and cultural institutions.
The initiative emerged from the Creative Sector Resilience workshop, organised by Dubai Culture in partnership with the Dubai Future Foundation, bringing together leaders from cultural, heritage, artistic and creative institutions to chart a path forward for the sector.
Key partnerships underpin each pillar. Free venues will be made available through collaborations with Dubai Municipality, Expo City Dubai and Dubai South, while funding support will flow through the Dubai Cultural Grant, micro-grant programmes with Art Jameel and exhibition grants with Art Dubai. Talent development will continue through an e-learning partnership with LinkedIn, and retail opportunities will be extended via Majid Al Futtaim's Ma'an programme. The Cultural Impact pillar will see creative works displayed on outdoor billboards across Dubai in partnership with PHI Advertising.
Sheikha Latifa said the portfolio reflects Dubai's commitment to positioning creativity as a sustainable economic driver, supported by integrated partnerships across government, the private sector and the wider community.
