The UAE Government has introduced a Federal Decree-Law aimed at reorganising the Civil Defence Authority, marking a major step in modernising the country's emergency response and disaster management framework.

This overhaul is designed to improve coordination between local and federal civil defence agencies, streamline emergency response efforts, and ensure public safety across the nation.

The newly established Civil Defence Authority, now part of the National Emergency, Crisis, and Disasters Management Authority, replaces the previous Civil Defence Department under the Ministry of Interior. This restructuring places an emphasis on strategic oversight, risk management, and advanced public safety systems.

Key responsibilities of the new authority include developing policies and regulations related to civil defence, establishing safety standards, and coordinating rapid response teams during emergencies. It will also create and maintain public alert systems, evacuation plans, and disaster recovery efforts, ensuring that affected individuals receive medical and social care in collaboration with other entities.

The authority will be tasked with procuring vital equipment for civil defence operations and coordinating essential services—medical, engineering, social, and educational—to maintain continuity during crises. It will also organise joint training exercises for civil defence personnel and volunteers, as well as public awareness campaigns to prepare residents for emergencies.

The Decree introduces stringent penalties for violations, including fines of up to AED 250,000 and imprisonment for up to six months. A dedicated committee will also review compensation claims for damages caused by civil defence actions, further strengthening the country’s preparedness and response capabilities.
