Dubai Electricity and Water Authority expanded its power distribution network at a record pace in 2025, commissioning 1,994 new 11kV substations — a 30% increase from the 1,530 units brought online in 2024.
The announcement was made by HE Saeed Mohammed Al Tayer, MD and CEO of DEWA, who attributed the expansion to the authority's strategy of aligning infrastructure growth with Dubai's broader economic and urban ambitions.
Al Tayer said the push is designed to meet rising demand for electricity and water while supporting forecasts projected through 2030. He linked the effort to two of Dubai's flagship policy frameworks: the Dubai Economic Agenda D33 and the Dubai 2040 Urban Master Plan.
The substations program also carried significant operational weight. Rashid Bin Humaidan, Executive Vice President of Distribution Power at DEWA, confirmed that work on the 11kV substations and related activities accumulated more than 1.45 million working hours in 2025, all conducted under strict health and safety protocols.
By year-end, DEWA's total count of medium-voltage distribution substations — covering both 11kV and 6.6kV infrastructure — reached 47,060 across Dubai.
Al Tayer said the authority is deploying the latest technologies and digital solutions across the design, implementation and operation of its distribution networks to improve performance, strengthen resilience and support Dubai's net-zero transition.
The scale of the 2025 rollout reflects the pace at which Dubai's infrastructure demands are growing, with DEWA positioning itself as a key enabler of the emirate's continued rise as a global destination for residents, businesses and investors.
