Dubai Internet City has signed a strategic partnership with Luxinnovation, Luxembourg's national innovation agency, aimed at driving cross-border collaboration and opening new pathways for technology companies to expand between the Middle East and Europe.
The agreement will give Dubai-based start-ups, scale-ups and tech firms a route into the European market through Luxembourg, tapping into the country's innovation ecosystem and its strategic position within the EU. Luxinnovation and its partners will offer personalised support to help companies assess whether Luxembourg suits their expansion plans and guide them through opportunities across Europe.
Ammar Al Malik, Executive Vice President of Commercial at TECOM Group and Managing Director of Dubai Internet City, said the district serves as a gateway for technology companies seeking new markets and partnerships. He added that the collaboration aligns with the goals of the Dubai Economic Agenda D33.
David Foy, Head of International Business Relationships for the Digital Economy at Luxinnovation, said the partnership connects Luxembourg's and Dubai's innovation ecosystems, creating room for knowledge exchange and joint innovation initiatives that benefit both markets.
The deal brings together Luxembourg's role as a gateway to Europe and Dubai Internet City's standing as a leading technology hub in the Middle East, with both sides aiming to build new channels for innovation.
Dubai Internet City hosts more than 31,000 skilled professionals and over 20 research and development and innovation centres, alongside global names including Google, Microsoft, Meta, Oracle and SAP. Established in 1999, the district has contributed AED 100 billion to Dubai's GDP over the past 15 years, according to a February 2025 impact study conducted with Accenture.
