Dubai Land Department Launches Phase II of Real Estate Tokenisation Project

Dubai Land Department has launched Phase II of its Real Estate Tokenisation Project, enabling resale activity in the secondary market starting 20 February.

The move signals the project’s transition from its pilot stage to a more advanced operational phase under a regulated framework.

Phase II follows the pilot launched in March under the “REES Real Estate Innovation Initiative,” in partnership with the Virtual Assets Regulatory Authority and strategic collaborators. The pilot tested regulatory, legislative, and technical frameworks for tokenising real estate title deeds, establishing Dubai as the first regional real estate authority to adopt such a model within a controlled environment.

The new phase focuses on activating the resale of around 7.8 million real estate tokens in the secondary market. DLD said this controlled rollout will assess market efficiency, operational readiness, transparency, governance, and investor protection while maintaining transaction integrity.

Implementation is gradual, based on practical evaluations and close coordination with relevant regulators. The approach ensures compliance with approved frameworks and strengthens investor confidence, both locally and internationally.

The tokenisation project aligns with the Dubai Real Estate Sector Strategy 2033, aimed at enhancing market balance, transparency, technology adoption, and integrated investment experiences. It also contributes to the real estate sector’s growing share of Dubai’s GDP and supports the UAE Vision 2071 goals of global leadership and a sustainable future economy.

DLD confirmed ongoing collaboration with VARA and technical partners to develop regulatory and technical standards for future phases. Plans to expand participation and onboard additional platforms will continue under a gradual, evaluation-based approach, subject to regulatory approvals.
